A London court denied petition environmental groups halt construction on hydroelectric dam rain forest in Belize, although justices will hold hearing December to listen arguments challenging environmental approval of the project.

A judicial committee Privy Council refused grant the injunction against Fortis Inc., Canadian company set build the Chalillo Dam, unless groups opposed construction posted a large bond cover potential costs litigation.

But ruling could grant an injunction civil case, the court set precedent civil rights.

Previously, stays were reserved executions death row cases.
